Professionalization of Emergency Management

This video by Emily Kaster, developed around her Naval Postgraduate School Master’s thesis, Are We There Yet? Exploring Professionalization of Emergency Management in the State of Maine, will assist the user in understanding the concept of “professionalization” and how it applies to various disciplines in the homeland security enterprise and provide examples of how frameworks can be applied to answer research questions.

About the Presenter

Emily Kaster works as a Senior Emergency Preparedness Specialist at Tidal Basin, supporting clients with preparedness projects. Previously, she served for 4.5 years in several capacities at the Cumberland County Emergency Management Agency, including Acting Director, Deputy Director and Training & Exercise Coordinator. During her tenure in Maine’s most populous county, she developed a comprehensive emergency management program to support twenty-eight municipalities in preparing for disasters. In 2021, Kaster graduated with a Master of Arts in Security Studies from the Center for Homeland Defense and Security (CHDS) in Monterey, California. Later that year, she was appointed as the Maine State Representative for the International Association of Emergency Managers Region 1 Executive Board. She is a member of several advisory committees and boards that support the advancement of emergency management.
