Policing the Pacific: A Path to Building Law Enforcement Capacity in the Freely Associated States

Ron Miller’s thesis, “Policing the Pacific,” identifies a critical need for enhanced law enforcement in the Pacific Island Countries and Freely Associated States, focusing on threats like human trafficking and cyber crime. To improve U.S. strategic policy in the region, he proposes an evaluative model for law enforcement capacity building and recommends creating specialized centers, improving cyber defense, and enhancing information-sharing systems.
