    Budget appropreations over past years of DHS Funding and how tax payers funds are spent on what and by who / components of DHS . There is nothing in the readings about this subject matter, as well as Ethics in Budget / Funds Mgt , Whistleblowing and Accountability , and Responsibility of Senior Leadership to the taxpaying public that funds these Billion Dollar Programs. Fraud. Waste and Abuse , Mis-Management , and Mis-appropreations should be tool in the curriculum.
