Guarding Against High-Rise Active Shooters

NPS-CHDS master’s alumnus Jim Seebock, Captain of Las Vegas Metropolitan Police Department, discusses the evolution of his thesis. When the October 2017 Vegas Shootings occurred, he sensed a need to redirect the focus of his thesis research. The result was “Responding to High-Rise Active Shooters” which has identified gaps in the active-shooter response strategies that were established after the Columbine High School mass shootings. Jim’s thesis ultimately provides recommendations for new strategies that take into account the threat of an active shooter positioned in or atop high-rise structures.
