Aaron Titus, President of Mountain West VOAD, challenges emergency managers to acknowledge the limitations of command and control systems and to rethink how we interact with the community. The Mountain West VOAD is a group representing Volunteer Organizations Active in Disaster in 12 states spanning from Alaska to the Dakotas. He is also the author of “How to Prepare for Everything”.
