About the Speakers

Lisel Petis serves as Policy Director and leads the Criminal Justice and Civil Liberties team at the R Street Institute, a nonpartisan think tank. She researches, writes, and educates policymakers and practitioners on practical, bipartisan ways to strengthen public safety, reduce system costs, and protect constitutional rights.

Joseph Nunn is a counsel in the Brennan Center’s Liberty and National Security Program. He focuses on issues surrounding the domestic activities of the U.S. military, including the Insurrection Act, the Posse Comitatus Act, National Guard deployments, and martial law.

Kevin McMahan serves as the Assistant Secretary of State for Washington, overseeing elections, cybersecurity, strategic communications, and civic participation. His role requires close collaboration with leaders at the local, state, and federal levels.
