Cyber Border Security: Defining and Defending National Cyber Border

Phillip Osborn, veteran of U.S. Customs, the Coast Guard, and three decades of cyber crime investigation, makes the case that America must formally recognize, define, and defend a national cyber border and that the legal tools to do it already largely exist. Drawing on his experience building the original Cyber Smuggling Center and contributing to the Patriot Act, he lays out a practical framework grounded in existing customs law.

Phillip Osborn is a retired Supervisory Special Agent with the Department of Homeland Security, Homeland Security Investigations (DHS-HSI), whose career in the military and law enforcement spanned 36 years.
