The honor is awarded to an individual that has made outstanding or substantial contributions and accomplishments in the field of hurricane preparedness, response, recovery or mitigation at local, state or national level over an entire career.

- Master’s degree alumnus Chad Gorman has been appointed to the Senior Executive Service and will be joining NPD in the coming weeks as the Director of the National Exercise Division (NED). Gorman recently served with the Response Directorate, Office of Response and Recovery (ORR) as the Director of the Chemical, Biological, Radiological and Nuclear (CBRN) Office.
- Master’s degree alumnus Steven Polunsky gave a presentation January 9 in Washington, D.C., at the annual meeting of the Transportation Research Board, a unit of the National Academies of Science, Engineering, and Medicine. His message was that with increasing skepticism and mistrust of government, public policy has to take extra steps to instill confidence in mobility and transportation.
- California Highway Patrol Captain Aristotle Wolfe, a master’s degree participant, has been named Commander of the CHP’s San Francisco Bay Area office.

Polunskey presents at Science Academy conference
Master’s degree alumnus Steven Polunskey, Research Scientist with Texas A&M University, gave presentations on homeland security implications of high-speed passenger rail systems at two national conferences: the Annual Meeting of the Transportation Research Board of the National Academy of Sciences and Engineering (January in Washington, D.C.) and the Secure Rail conference (April in Orlando, Florida).

Feb 2015. Dr. Keith Taylor, Sr. (MA 2013), was recently appointed Assistant Commissioner of the Intelligence Bureau and Emergency Management for the New York City Department of Correction. The mission of the Intelligence Bureau is to enforce Departmental policies through effecting arrests of individuals who commit criminal acts, and to be a hub of information in which the Bureau investigates, deciphers and disseminates information relative to violent crimes. Industrial hygiene is the science of protecting and enhancing the health and safety of people at work and in their communities. Health and safety hazards cover a wide range of chemical, physical, biological and ergonomic stressors. Those dedicated to anticipating, recognizing, evaluating and controlling those hazards are known as Industrial Hygienists. There are only approximately 6,500 CIHs worldwide. With only 7 months remaining in his present tour as the Safety and Environmental Health Officer for District Eleven (South), he anticipates returning to the Coast Guard’s Marine Safety Program in Summer 2015.

Harwood honored for TAXII deployment

The TAXII Server provides the capability to do automated exchanges of cyber indicators. Collier to head new Alabama HLS agency

King Recognized at the White House
Dec 2011. Steven G. King (ELP 0702) received a certificate of appreciation at the White House from the President’s science advisors for his work creating Executive Order 13546, Optimizing the Security of Biological Select Agents and Toxins in the United States. Steve represented DHS on the interagency team responsible for negotiating the language of the Executive Order, which the President signed earlier this year. Steve has since begun working on another interagency effort: the Nationwide Suspicious Activity Reporting Initiative, at the US Department of Justice.

Nov 2011. Don Reed (MA 0403/0404) has been accepted into the Harvard University sponsored National Preparedness Leadership Initiative (NPLI) Executive Education Program (EEP). The NPLI is a joint venture of the Harvard School of Public Health’s Division of Policy Translation and Leadership Development, and the Harvard Kennedy School’s Center for Public Leadership. The EEP is designed to produce effective leadership at all levels of government, as well as non-profit and private agencies, especially in the formulation of comprehensive, multi-agency and multi-jurisdictional emergency response plans.

City of Indianapolis Homeland Security Partners with Purdue University with development of Gang-Graffiti and Hazardous Materials Applications for Droids
Aug 2011. Chief Gary Coons at the Indianapolis Department of Public Safety Division of Homeland Security said the mission is to determine and develop the future technology needs of law enforcement. The projects are being introduced as GARI, for Gang Graffiti Automatic Recognition and Interpretation, and MERGE, for Mobile Emergency Response Guidebook. This work is funded by the U.S. Department of Homeland Security Science & Technology Directorate (S&T) and is part of the Visual Analytics for Command, Control and Interoperability Environments Center of Excellence, or VACCINE , headquartered at Purdue. “Having university researchers in the centers work directly with potential user organizations allows S&T to identify real problems and then to move technological solutions into the field quickly,” said Joseph Kielman, DHS program manager for VACCINE. “Nurturing such partnerships means that the research is already primed to respond as needs arise, rather than being developed anew.” VACCINE and Purdue are collaborating with the Department of Public Safety Division of Homeland Security to bring this technology to the Indianapolis Metropolitan Police Department to interpret gang graffiti. Over the last eight months VACCINE researchers have worked with IMPD officers on the gang-graffiti system, said Timothy F. Collins, managing director of VACCINE. “Gang graffiti basically tells a story,” Collins said. “Investigators want to not only catch who put it there but also to understand its meaning. Sometimes they indicate when someone is about to get killed or whether a rival gang has moved in that could lead to an increase in crime. An officer might take a picture of graffiti and ask the system to show all the similar graffiti that has occurred within 2 miles of the location.” The system uses image analysis algorithms to analyze the graffiti, while also identifying the GPS coordinates. “You take a picture with an Android mobile phone, and it not only records the image, it also records the GPS coordinates, the date and time,” said David S. Ebert, Silicon Valley Professor of Electrical and Computer Engineering and VACCINE director. “It can provide some analysis right on the phone and also can access a more extensive database of graffiti on a server.” Law enforcement and public safety officials will test the portable systems in the field. “Interpreting these images is not a trivial task,” said Delp, who is working with Mireille (Mimi) Boutin, an associate professor in Purdue’s School of Electrical and Computer Engineering, and two graduate students.

U.S. Northern Command Conducts Second Annual Defense Support of Civil Authorities Symposium
Mar 2011. Don Reed (MA0403/0404) led the planning and execution of the second annual National DSCA Symposium. The event, which was conducted March 7-11 in Orlando, FL, brought together more than 700 participants from throughout DOD, the National Guard, and Interagency Partners. The purpose was to promote unity of effort in DSCA. Key speakers for the plenary session, “Strength Through a Unified Response,” included Lieutenant General Frank Grass, Deputy Commander, U.S. Northern Command; General Craig McKinley, Chief, National Guard Bureau; Vice Admiral Robert Parker, Commander, U.S. Coast Guard Atlantic Area; Mr. Craig Fugate, Administrator, Federal Emergency Management Agency; and Dr. Paul Stockton, Assistant Secretary of Defense for Homeland Defense and Americas’ Security Affairs. Other distinguished visitors included Mr. Bryan Koon, Director, Florida Division of Emergency Management, and Major General Emmett Titshaw, The Adjutant General, Florida. Significant Symposium breakout sessions included panel discussions on the Haiti Earthquake Response, the American Samoa Tsunami Response, and the Deepwater Horizon Oil Spill response; in addition, Table Top Exercises were conducted for earthquake/tsunami, pandemic, CBRN, flood, and wildland fire events.

DeIorio (0803-0804) named Fire Chief for Ocala Fire Rescue
Jan 2011. City Manager Rick Horst has named Deputy Chief John DeIorio as the next Fire Chief for Ocala Fire Rescue. The promotion will be effective January 19th, 2011. Chief DeIorio will replace Dan Gentry, who is retiring this month after serving 24 years with Ocala Fire Rescue. Chief DeIorio was hired as the Deputy Chief in August of 2010 as part of a succession planning effort. Chief DeIorio has 26 years of fire service experience, starting as a firefighter with Palm Beach Fire Rescue in 1984 and retiring as the Acting Fire Chief in 2004. Chief DeIorio then worked for the Florida Division of State Fire Marshal at the Florida State Fire College as Domestic Security Coordinator, and with Marion County Fire Rescue as an Assistant Chief. Chief DeIorio and his wife, Elaine, reside in Marion County with their six children. Chief DeIorio has completed the Executive Fire Officer Program at the National Fire Academy and is a designated Chief Fire Officer through the Commission for Public Safety Excellence. Chief DeIorio is also a recent graduate of the Naval Post Graduate School’s Center for Defense and Homeland Security Master’s Degree program.

Following Faisal Shahzad’s attempted Times Square bombing and subsequent boarding of an Emirates Air Flight, the Acting Administrator called for an immediate review of existing vulnerabilities created by processes associated with delivery of the No Fly List to air carriers. Brown’s group delineated how the No Fly List was delivered to and received by the air carriers, and identified opportunities to improve and streamline the communication process.

Advocacy group recognizes Biasotti, wife
Nov 2010. Police Chief Michael Biasotti (MA 1001/1002) and his wife Barbara have been named 2010 recipients of the national Torrey Advocacy Commendation for their advocacy on behalf of those too severely disabled by mental illnesses to recognize their own need for care. Biaosotti is chief of police in New Windsor, N.Y. The Biasottis were selected by the Treatment Advocacy Center for their support of assisted outpatient treatment (AOT) laws in New York (“Kendra’s Law”) and California (“Laura’s Law”).

Fairweather releases book on courts, terrorism

Fairweather’s (MA 0705/0706) has authored a book titled “Supreme Court Justices’ Views: Liberty/Security and the GWOT.” Through exhaustive interviews and an analysis of surveys from State Supreme Court Justices nationwide, the book invites the reader to consider that because judicial review offers an alternative to the sword, it is material and relevant to reducing terrorism.

Jun 2010. Sgt. Thomas L. “Tom” Breen (ELP0701) is retiring from the Missouri State Highway Patrol after 36 years. Prior to being appointed to the Missouri State Highway Patrol, Breen served as a police officer and detective with the University of Missouri Police Department in Columbia, Mo., Breen was appointed to the Patrol on July 1, 1980. Breen was promoted to corporal in 1990, and to sergeant in 1992. In 2004, he was reassigned to the Organized Crime/Anti-Terrorism (OCAT) Unit as a supervisor. Nola Joyce Receives Prestigious Hayes Award
May 2010. Nola Joyce (MA 0601/0602) Chief Administrative Officer for the Philadelphia Police Department, has been awarded the prestigious Gary P. Hayes Award. This is a national, prestigious award given by the Police Executive Research Forum for creativity and innovation in policing. The honor was awarded jointly and recognizes the work of Joyce and Deputy Commissioner Richard J. Ross Jr. in developing and implementing major crime reduction programs in Philadelphia, including work on Compstat, community policing, problem-solving, and foot patrol initiatives, which in just two years resulted in a 23-percent reduction in homicides, an 11-percent reduction in shootings, a 12-percent reduction in robberies, a 6-percent reduction in rapes, as well as reductions in property
Washington Named Director of Michigan State Police

DeIorio Accepts New Position
Apr 2010. John DeIorio (MA0803/0804) has accepted a position with the Florida Division of State Fire Marshal directing the higher education programs at the Florida State Fire College. As a member of the Fire College’s leadership, part of John’s responsibilities will be developing Executive Level Leadership training for Florida’s fire service including the development of an emergency services leadership facility located on the new campus. John will incorporate the networking and collaboration skills learned in the CHDS program to more fully integrate Florida’s fire service into higher education, leadership training and all hazards homeland security issues focusing on the working relationships between fire, EMS, law enforcement, military, and emergency management.
Heck Promoted to Deputy Assistant Director

Brenda Heck (MA0803/0804) is now the Deputy Assistant Director (DAD) of the Counterterrorism Division’s Operations Branch 1, which is comprised of ITOS 1 and ITOS 2 (ITOS 2 manages all FBI terrorism investigations globally outside of the US.) Brenda now overseas all FBI counterterrorism investigations globally – CONUS and OCONUS. Prior to this move, Brenda was serving as the Section Chief of the Counter-terrorism Division’s International Terrorism Operations Section 1 (ITOS 1) where she was the SES-level director over all FBI counter-terrorism investigations within the U.S.

Fernandez to become Fire Chief

Dania Beach is Broward County’s oldest municipality, incorporated in 1904 and is located between Hollywood and Fort Lauderdale. He will serve as the Fire Chief over Fire and EMS services and additionally serve as City Emergency Manager. He assumes the new position at Dania Beach on April 19th.
