Creating a Structure for Collaboration

Well before the events of 9/11, James Schwartz, Fire Chief, Arlington County Fire Department recognized the tremendous benefit in developing interdependencies across jurisdictions and the need for joint development of plans and procedures in order to create an effective interoperable environment when an integrated response to natural or man-made disasters is required. In this interview, James discusses his vision for enhancing HS state and local agencies' capabilities by creating a framework for collaboration and support across department and jurisdictional boundaries.
