Born of the 911 Commission Report and instituted in 2010, the Suspicious Activity Reporting Initiative Program works with state and local law enforcement including fusion centers, and public safety agencies to become compliant with the SAR training program, which emphasizes identifying specific suspicious behaviors while protecting the constitutional rights of individuals.
